About SS4A Action Plan

Lincoln County Safe Streets for All (SS4A) Comprehensive Action Plan: Planning Process and Components

Stakeholder engagement and collaboration are crucial to our planning process. We will conduct engagement activities early and at key junctures throughout the project to:

Include diverse perspectives and insights
Identify risks not apparent in the data
Provide concurrence for proposed solutions
Define a technically and culturally appropriate framework for future consultation

Our engagement process will involve stakeholders and the public in decision-making through various methods, including surveys, open houses, focus groups, and pop-up meetings.

Our safety analysis will utilize five years of crash data (2020-2024) collected by local law enforcement agencies using the South Dakota Crash Report form, along with roadway and land use data. This comprehensive analysis will:

Identify key crash patterns, trends, and contributing factors leading to fatal and serious injury crashes
Determine the types of infrastructure, behaviors, and contexts with the greatest impact on safety performance
Inform policy, infrastructure, and programming improvements for all modes of travel

The action plan will outline specific strategies to address safety challenges and goals in Lincoln County. It will include:

Recommended activities such as engineering standards, new infrastructure, or policy changes
Identification of responsible agencies or individuals for each activity
Benchmarks and metrics to target projects, measure progress, and maintain transparency in implementation efforts

By prioritizing analysis, action planning, and engagement, we aim to position Lincoln County and its municipalities for future funding opportunities. This approach will:

Support continued implementation and construction of safety improvements
Help communities identify areas of concern
Establish supporting infrastructure for ongoing safety initiatives

The Lincoln County SS4A Comprehensive Action Plan aligns with the U.S. Department of Transportation's Safe System Approach, emphasizing the unacceptability of deaths and serious injuries, shared responsibility among stakeholders, and the importance of proactive safety measures. Through this holistic approach, we strive to create multiple layers of protection to reduce risks and mitigate harm on our roadways.
